Jan. 17, 2007 Coshocton Tribune: Drug From Page 1 wouldn't pursue charges relating to drug activity prior to Tuesday's agreement. The Bairs signed waivers to a right to trial by jury, and Judge Richard Evans requested a presentence investigation before sentencing in four to six weeks. Nicholas Bair also will be subject to a mandatory five years of post-release control after he serves his sentence, and a PUCO From Page 1 needs to be more lasting solution. "They need to look at this more long term," he said.

Another presenter, Bill Christy, said he was concerned with frequent brownouts, that have sometimes taken months to resolve, and doesn't understand why AEP continues have problems servicing his neighborhood, the Colony Hill Condominiums, which sit right down the road from an electrical George Pappas, president of the Lumi-Lite Candle Co. in Norwich, blames the PUCO for AEP's problems due to de regulation of utilities in Ohio several years ago. "The PUCO should not be surprised we're sitting here today," Pappas said. "I admit there have been some improvements, but we're treating the symptom and not the cause, because we haven't had a stable energy policy in Ohio." According to AEP's service reliability plan filed with the PUCO last October, the company proposed a $130 million investment over the next five years focusing on vegetation management, equipment replacement, infrastructure upgrades and improved use of technology to help in reducing outages and improving service to customers. mandatory $10,000 fine.

Bond will be continued at 10 percent of $300,000 for Nicholas Bair and $10,000 cash or surety for Terra Wilkin Bair. Nicholas Bair is facing charges in Licking County for trafficking of drugs and aggravated possession of drugs after he was caught by Central Ohio Drug Enforcement Task Force officers with more than 20 pounds of psilcybin mushrooms in April 2006. 740-295-3442 But with that $130 million investment will come an increase in distribution rates, which would mean about a 2-percent increase, or between $1 to $2, on your monthly bill, according to Karen Hardie, principal regulatory analyst with the Ohio Consumers Counsel (OCC). The OCC is opposing the plan because the company hasn't demonstrated that reliability of electric service would be improved. Approximately $71 million would be recovered in just the first 18 months of the plan, which would begin in mid 2007 if approved by the PUCO.

Mason said the PUCO is trying to balance the thoughts and feelings of those who want tree trimming with those who are opposed to the rate increase. Comments have been mixed at previous public hearings in Lima and Canton. "We've frozen distribution rates for the past 10 years (through 2008). What we have to look at is, how much more does AEP need to improve Mason said. Three more public hearings will be held over the next two weeks, in Marietta, Athens and Newark, before the PUCO holds an evidentiary hearing Feb.
